The purpose of this section is to allow professional and commercial ventures that are appropriate in terms of scale and impact to operate from a dwelling. Home occupations are subject to a Type I review and are subject to the development standards of the underlying land use district. Please contact the Community Development Department. After a license application has been accepted by the Oregon Liquor Control Commission (OLCC), if your business is located within Sisters city limits, the application must be submitted to the Sisters City Council for a recommendation. Submit the entire completed form to the City Recorder at City Hall so he license can scheduled for review at a regular City Council meeting. Please allow up to three weeks for this process to occur. The City will have the Deschutes County Sheriff run a background check on all parties involved and provide a recommendation back to the city. The Council will then review the application at a regular meeting and make a recommendation to the OLCCC to grant or deny the license.
OLCC will take the local government recommendation into consideration before deciding to issue a license. A “hotel” is any structure, or any portion of any structure which is occupied or intended or designed for transient occupancy for thirty (30) days or less, for dwelling, lodging, or sleeping purposes, and includes any hotel, inn, tourist home or house, motel, studio hotel, bachelor hotel, lodging house, mobile, manufactured, or modular homes, condominiums, public or private dormitory, fraternity, sorority, public or private club, space in mobile home parks, trailer parks, recreational vehicle parks, or similar structures. 40% of Room Tax revenue is paid to the Sisters Area Chamber of Commerce for the promotion of tourism in Sisters.
The City’s transient room tax rate is 8% of the gross rent charged to customers for overnight lodging.  Gross Rent is defined as all non-optional fees, including cleaning, pet, and crib charges.  Exemptions are made for occupants of more than 30 successive calendar days (monthly rentals), Federal employees on federal business, health care facilities, and homeowners who rent their houses incidentally to their own use. Operators collect room tax from customers and remit the collected taxes to the City by the 15th of the following month along with the Transient Room Tax report.  An administrative fee of 5% of total taxes collected may be deducted from total taxes due.  Penalties and interest will be charged for taxes not paid when due. A Transient Merchant is a person who either carries goods, wares or merchandise from area to area (or City to City), selling or offering the same for retail sale; or who offers goods, wares, merchandise or services from a vehicle, trailer or cart, temporary apparatus, temporary location, or door to door without making the business permanent and continuous in the City. An application form for a Transient Merchant license may be obtained at Sisters City Hall, 520 E. Cascade Avenue or by downloading the application below.   Property owner permission is required to obtain a license.  Please allow 10 days to process your application and issue your license. License fees are set by Council resolution.  The license must be displayed during all hours of operation.  Upon receiving four signed written complaints from four separate persons against a transient vendor, the license will be reviewed and may be revoked or suspended.
