GULFPORT, Mississippi -- A $300 million, 30-month project to restore the storm-severed Ship islands back into one island began this month as a torrent of up to 15,000 cubic yards of sand a day began pouring onto the north shore of West Ship Island.The project was shown to the news media Thursday in what was the equivalent of a groundbreaking ceremony staged by the National Park Service Gulf Islands National Seashore, the Mississippi Department of Marine Resources and the U.S. Army Corps of Engineers. The project is part of the Mississippi Coastal Improvements Program. Susan Rees, program manager of the corps' Mississippi Coastal Improvements Program, said the program looked at hurricane risk reduction, shoreline erosion, saltwater intrusion and fish and wildlife preservation. "We developed this lines-of-defense concept looking first at the barrier islands to see anything that we could do to achieve those purposes," she said. "Obviously, because of the somewhat precarious nature of Ship Island, that became a really large feature of the comprehensive plan.

A three-phase $1.3 billion plan was set in motion after Hurricane Katrina and may take 30 to 40 years to complete, Rees said. The corps is working on comprehensive plans with all the Gulf states, she said, but Mississippi was the first to implement a plan. "I have to give total credit to the state and to the state congressional delegation," Rees said. "We are trying to develop comprehensive plans for each of the states," she said. "Then we can make sure they overlap with the state boundaries." The sediment that builds the barrier islands flows from east to west, but the supply to the Ship islands has been disrupted, she said. "So, it was going to continue to erode away," Rees said. "You lose that southern boundary to the Mississippi Sound estuary," she said of the barrier island about 10 miles south of the mainland. The barrier islands also act as a speed bump for waves from tropical storms and hurricanes, she said. "This was our first line of defense, and really, if you look at the whole string of islands, Ship Island was in the worst shape, then Cat Island comes in second."

Rees said Horn and Petit Bois islands are relatively stable. "They are getting a good supply of sand from the east from the Mobile Delta," she said. "It moves down Dauphin Island across Petit Bois Pass." About 20 million cubic yards of sand will be used to replace the natural supply of island-building sediment on the Ship islands. Ship Island was sliced into two islands by Hurricane Camille in 1969. In 2005, the cut was widened by Hurricane Katrina. The $6 million north shore project is part of a three-phase project that will see 13 million cubic yards of sand fill the three-mile Camille Cut between East and West Ship islands. The project is starting with about 430,000 cubic yards of sand dredged from the old Gulfport Navigation Channel. Rejoining the islands is the second phase of the project. A third phase is to place about 5.4 million cubic yards of sand on the southern shoreline of East Ship Island. Justin McDonald, lead project engineer for the corps, said closing the Camille Cut should reduce the currents that hasten erosion.

"The big picture here is all about sediment budget," he said. "As we are becoming more aware of coastal processes and how these islands actually work, we are trying to become better stewards of our sediment." McDonald said the 20 million cubic yards of sand to be used on the Ship islands is equivalent to what has been removed from the Pascagoula Navigation Channel. That sand could have flowed west to feed the islands. Louis Skrmetta of Ship Island Excursions, which transports tourists to and from West Ship Island, said he is 100 percent for the project. "I'm afraid if we don't do something quickly that we are going to lose East Ship Island and possibly most of West Ship Island," he said. Dan Brown, superintendent of the National Park Service Gulf Islands National Seashore, said the work should not affect tourism on West Ship Island. Kevin McGrath, business development and project manager for ENCO Dredging of Gulf Shores, said work on the island is on a 24-hour, seven-day schedule and is expected to be completed about mid-November.
